I would say it's strafe, unless it's one of those 4th job skills, in which case I'm clueless.

Nothing is wrong with that pic.

Anyway, that person is definately a bowmen. The person is using bow booster and other bowman skills, so that skill is prbably strafe, yeah.

Umm... I hope you know that strafe is an active skill and doesn't appear in the corner. If you don't, that's pretty sad...
Strafe has an icon with 4 arrows. The icon is probably for puppet.

I was refering to the fact that the person had bow booster, soul arrow and other buffs, therefore that person is obviously a bowman.

It was my mistake. I thought the original poster was refering to the attack the person was using. Then, you can infer that that skill if strafe. And no, that buff is not puppet. The puppet icon is not like that. It is, like I said in my first post, probably a 4th job skill. It is sad that you didn't check up on anything before shooting off your mouth.

No common or bowmen skill has a logo like that. I would guess its something like the things you can get in gachapon (gms) LINK (http://s7.photobucket.com/albums/y277/sicakura/?action=view&current=ms38.png) But way cooler since is kms and they get cool stuff like that. xD;

It seems the picture doesn't work with firefox mozilla. I just tried looking at it with IE and it looks like a bowman screeenshot. With firefox, it just looks like the basil logo. Very strange.

To answer the witch question, it's one of those cash shop items (I don't know what they are in English, but I'm thinking...weather effects?) where you type something in and it sprinkles the map with candy, bubbles or whatever, however when you use this one everyone on the map gets a 20+ WAtk and a +30 MAtk buff for 15 minutes (not sure on duration or MAtk).

This is assuming it's the same as KMS, and it probably is. The exact same buff icon is used for KMS.
