"lost!" quest

i was wondering if anyone had/is having this problem. i talked to elpam gorlab in new leaf city to activate the "lost!" quest but at the end of the conversation box there's not "accept" or "decline". couldnt activate it at all altho have reached the required level and the icon above the NPC is a lightbulb saying the quest is available.
Any hidden requirement or conditions anyone know?
