In order to operate a bus requires a special class of license, Joe off the street who did a five minute mail-in driving certificate isn't allowed to drive. Oh yes, it's fine when I say doctors don't always know what they're talking about, but people who drive professionally nah let's shrug that off. Either they're both valid, or neither one is.
