A Ferris Wheel has 28 pods and can hold 40 humans. The company wants you to make an equation where the customer can know at what elevation they are at per minute for one revolution. Ferris Wheel height and total ride times are not given.
This is apparently a college-level Trigonometry course. The professor apparently said that the Ferrish wheel is based off of The High Roller and told his students to look up infos online (according to online The High Roller ride time is 30 minutes). He gave a "hint" that ω=θ/t was somehow going to be useful.
My sister is stumped and so am I (highest passed math class was Pre-calculus without history of trigonometry as of 5 years ago, so no surprise there)

ω is the general variable used to mean angular velocity
θ is the general variable used to mean angular position
And I hope you know what t is.
Either way, lowercase omega just means angular velocity. If the High Roller takes 30 minutes for one full revolution, then its angular velocity is ω = 360 deg / 30 min which equals 0.2 deg/s. For this question, it asks for information based on minutes, so we'll use 12 deg/min.
Since it asks you to find elevation at each minute, let's take a look at High Roller's specs:
"High Roller is a 550-foot tall, 520-foot diameter giant Ferris wheel on the Las Vegas Strip in Paradise, Nevada, US. It opened to the public on March 31, 2014, and is the world's tallest Ferris wheel" wikipedia
So in this case, you can let y = 0 at the bottom of the wheel where you'd board. Maximum height is when θ = 180 deg, which makes y=520. Since your ω is 12 deg/min, it would take 15 minutes to reach maximum height, with a full ride taking the half hour which was given.
So at each minute you will need to calculate y. In minute 1 you have rotated 12 degrees from base. Now you can draw a right triangle with with hypotenuse equal to the radius of the Ferris wheel, which in this case is 520/2 = 260 feet. You now know the value of the hypotenuse and one adjacent angle. Using the tribal chant known as SOHCAHTOA, you will discover that you need to use cosine.
