It lets you remember 10 maps, and you can only teleport as many times as the number of rocks you have.

Spoiler!
So you have the choice to go to whichever map you want to. Let's say I usually train in Ludibrum, but I decided to go to Ariant. Once I went to Ariant, I went back to Victoria Island through the special NPC. Now, let's say I want to go to Ludi again.
I've gone to...
Victoria Island
Ariant
Orbis (To get to Ariant)
Ludibrum.
The game automatically rembers the 10 worlds you've previously gone to, so I can go back to ludibrum by using a VIP teleport rock, even though I was previously in Orbis and Ariant, and now I'm in Victoria Island. But let's say I wanted to go back to Ariant. I have the choice to change my mind form going from going to Ludibrum to going to Ariant :D.
That's why 10 maps are remembered o.o
It does not automatically remember. You open up the rock and tell it to remember the map you are on. It will add your current map to the list of 10. It can remember up to 10 maps of your choice.
The good thing about this is that if you buy more rocks, they are pre-programmed with your 10 map choices.
Regardless, 1 rock = 1 teleport.
My personal map list -
Ellinia
NLC
Omega Sector
KFT
Orbis
Cellion map
Fire Drake map
and a couple of other training spots...
Its important to mention that you cannot use the rocks to get back onto maple island.
