After BB, the point of cold beam is to freeze, rather than damage. 360% is rather weak so you are probably better off putting maybe 1 point in CB for the freeze. You'll get a far better freezing skill (Ice strike) in 3rd.

I'm currently using it to 1 hit KO Charmers and Rodeos when there's 1 left after Lightning since they're ice weak, won't be able to do it with Claw.
