Ok so I've done some research on how to get the cape and after making my to Magatia the quest isn't available. Am I just too high of a lvl to do it anymore?

Keep in mind the minimum level requirement in Magatia was raised to at LEAST 75 or higher. Most likely just you being too low of a level.
