I tried to make sense of that post, and it made sense, but how does that relate exactly towards what he asked I guess is what was missing from that post.
I'd say the most basic thing is having strict codes that protect against any (natural) disasters your area will face. For example you don't need earthquake resistance in Miami, but you sure as hell need hurricane resistance. Our building codes are lax as ****.
