NOTE: This is just a SKILL BUILD GUIDE, not training, not play style, not equips.
This is mainly to help people after they used their BB SP reset scroll and have to go to a clickfest, but can also be used for newer people if they read the notes below the builds.
I MAY or MAY NOT turn this into a full guide, but if I do, check back!

After the clickfest yesterday due to the SP resets here are some I/L builds.
Note: These are in order of where the skill appears in your skill list, not the order you should apply your SP to as you level. That will be noted below.
Important ones in 1st job are definitely Magic Guard and MP+. Since MP+ is an overall boost you no longer need a "hell" build. Get a magic skill right out of the box (+1 bolt, +2 Magic claw) and add skills accordingly. Magic Armor is still quite useless at later levels (I have tested) so save that for last or max bolt instead, but there's no point as it's just a tiny bit more powerful than magic claw, and magic claw can mob up to two enemies.
At this point you want to train a bit faster. Pots drop like crazy from monsters now so don't worry about MP cost. The first skills that you should focus are are Spell Mastery and Thunder Bolt. Mastery will increase your overall magic attack and lower the deviation in the numbers of your damage. Thunderbolt is much better than it was before-BB (before BB at level 1 it would do 1's to a mob). Of course at level 30 when you advance you should put your first point into teleport, then after that get thunder bolt and mastery, up to you if you want to get one first then the other, or stagger the points. After you have Mastery and Thunder, you can either go for meditation (which requires 3 MP eater) which will boost your magic attack, or Cold Beam, which can freeze enemies so they don't move or attack you for a short moment. Slow is not needed because I/L's can freeze. Later, they can stun as well.
After you're partway through 3rd job, cold beam becomes more of a utility skill than a damaging one.
Ice strike will become your main training skill once you advance to 3rd. It's stronger than Cold Beam and has more range than Thunder Bolt. After you max I.S. get 3 points in amp so you can get booster. After getting booster to a reasonable level (one where the timer lasts a tolerable amount of time), you can go ahead and experiment, you can go and max Amplification for more power, max Thunder spear because it's awesome (it is! ask the other I/L's around here (except for thorr, he doesn't like T.S.)), you can put a little bit in everything and play around (tele mastery is very fun, and useful). Seal is amazingly useful too, if you want enemies to not use their special attacks. It's up to you which order you want to put points in as you'll still be training with Ice Strike, however you can get thunderspear semi-early and go hunt some bosses.
Partial resistance is rather useless, seeing you're probably not training on ice or lightning type monsters, so use your last points on Slow in 2nd job.
Now we've got freeze, stun, and slow. I/L's can easily debilitate enemies at this point. When you get Chain Lightning in 4th job your debilitating attacks will aid you in killing.
If you think PR is useful, you can go ahead and drop Composition, it's pretty redundant seeing you have Ice Strike and Thunder Spear to use already.

I actually ditched Cold Beam for Slow, and in return, maxed Comp instead of PR.

I actually maxed Comp instead, mostly because Ewands are indefinitely "broken". Leave partial resistance at 11 if you chose to max Comp. The only reason I didn't like it before was because CB and Tspear were more powerful with ewands, and it took 30 points to max. 9 points are now worth more on Comp than Partial Resistance. You're not going to be using potions anyway, so taking a bit less damage against some mobs won't be noticeable.
Comp is incredibly powerful against Oblivion mobs, while Tspear seems too slow for me. This is coming from someone who previously HATED comp and used Tspear constantly.

Before Big Bang, no one maxed out comp (unless they were going to cap at level 120).
