Confirmed:
If you do not join a faction (Pie or Cake), skills such as Seal, Threaten, Divine Shield, Threaten, and such will work as intended.
Logged in today to my Paladin and Threaten and Crash both are working. Checked my F/P Mage also and Seal works as well.
It's something with the event. Just don't participate and you'll be fine. If you do participate, you'll have to wait until the next day when the team affiliation expires and reuse those skills.
