Are Dexless Bandits good now?

My first question would be are dexless bandits still amazing and strong?
my second is which is the strongest character in the game so far
i can be funded heavily and i want to know the best character i should choose that would be the strongest

You need to be much more specific about "strongest". Are you looking for single target DPS, multi-target melee DPS, multi-target ranged DPS, mobility and training, etc? While there are some definite "weak" classes, there really isn't an absolute strongest class. It depends on the scenario.

Every "funded" class should be statless now and still reach ~200 secondary stat without sacrifice.
