How do I use the Angel Ray Mastery Book?

I am a level 124 Bishop and I have a Angel Ray Mastery Book of 20 at 70% and I tried double clicking it, but it told me that I cannot use the book. My question is, why? Why can't I use?

You need Angel Ray at level 5 before you can use the mastery book. If you don't even have Angel Ray in your skill window, then you need to get the skill book from Zakum or buy it from the FM for an exorbitant sum of money.
