No, you make the 2nd job advancement without doing quests. When I made my one (and only) KoC a few months ago, I just grinded straight to 50 without doing many quests.
You simply go back to your instructor and accept the job advance "quest" (this isn't a normal quest). It takes all of 5 minutes to complete.
Nope. You just need to get to Level 30, go to the Training Center at the very end of the Ereb Hunting Grounds, kill some monsters, and you're done. Quests are there to make leveling easier... you should definitely do them, they will make your life easier.
