It seems more so that, Nexon is catering to the lazy people by putting mastery books in the Cash Shop, while they are still farmable, if I remember right the MG20 for Evans drops from Horntail, but that's just a rumor I've found no one to back it up yet.
would anyone happen to know the location of the silver (lvl20 I think?) drops?
Ruby items are going to be Gach only.
They do not drop. You get them from the Evan quests.

Well alright then, saves me the trouble.
I got 2 Golden Tails from hunting Drakes, im not sure if they are dropped by the Regular Drakes or the Copper ones.
Actually in my version, when Evan was released, they had quests, for each character, to be done each day for 7 days, and get 1 random equip. Most common for me was the gold wings, but i had a gold pendant too.
