blogs are basically websites that gives you a little bit of space
there's 2 main ways of creating one

use a online one where templates and stuff is already made so you can pick them (this is crap and cheap)

or use softwares to create one yourself, such as dreamweaver/flash/photoshop combination (you do not need great html knowledge for this), this comes down to your taste of design and where everything should go
