A lot of people are forgetting the fact the higher lvl wands take one less luk to equip than the staff. it's +2 their lvl. :p

Appearence seem to play a great deal in wand/staff selection.

This is only an issue for lower lvl people. If you're 90 or 100, clearly you should choose the strongest one.
