You don't need to wait the whole 12 seconds to use the skill, you can just simply activate DS and then pull off an Assasinate immediatly.

i am a 166 shadower and boomerang step can not be used twice in a row without delay, if u cast a skill in between the time between 2 bsteps is the same unless the skill is slow like taunt.
and assasinate's maple story given formula is not accurate;
my boomerang step is max and does around 30k~ max on a skele
my assasinate is lvl 28 and with 0 seconds of charge can do 34k~ on a skele
assasinate 0 second charge + the crit is stronger than 2 boomsteps

i don't usually use BoT as much anymore, but what i do do a lot at cwk is bstep assaulter bstep or bstep sb sb bstep

assasinate is one of ur best bossing skills, along with boomstep



the max charge time for assasinate is 12 seconds not 18, and also it does not always take 12 seconds to do 99k with the first 3 and 99k with crit, you can do this with about 9 seconds even.
