No they dont, and also they use pet AP scrolls. They switch closeness from an old pet to a new one.
I r not bright. LOL of course that would be the easiest way to do it. Now I just need to go read on how to do that. (Does anyone know if the pet transferring from must be 'alive'?) Although, quite honestly, I'm in no big hurry to evolve it. I like the baby dragon, even though it rarely listens to me.
NOTE: The poop functions works, it just must be said with a capital P : "Poop"

I have a level 22 black dragon and it will not change. It never has, and it won't poop either. Sometimes, when I tell it to change it replies something that gives the impression that it has and the level of closeness rises +2. Visually, however, it does no change that I or anyone else can see.
I have sent a information request to Nexon about it, but no replies yet. If I had to do it again, I would have kept the baby. It is the cutest by far.
OK some answers to clear things up...
- The LV21 command "Change" is actually LV20 and it's "change" not "Change" (lower case "c").
- The "Poop" command you have to write as "Poop" and not "poop" (upper case "P") or it won't work.
- It's not hard to get a pet to LV15 by training it all morning, although the dragons are slow to level.
- You can use a Pet AP Reset scroll from the pet guy (forget his name) in Henesys at Mushroom Park. You take it to the pet fairy in Ellinia (again, forget the name, but the same one you revive your pet at) and she will transfer your closeness and level from one pet to any other pet. This is how my dragon is now LV21.
- There is a bug with the dragons where they will do commands and then execute a different animation near the start or half way through, giving the impression that it doesn't do the command properly.
- Kenta's quest to make your pet faster still doesn't work on Dragons.
Well, in my case...
- "Change" or "change" both do not work.
- "Poop" or "poop" both do not work.
