I have a perfectly 20%ed Estaff7, over 100% int, and 15% total damage... That range will produce max damage on buffed Chain Lightnings.
It doesn't get much higher without spending thousands of dollars.

assuming you have a 10k range (which you don't), and that his range is 5x yours (it's probably closer to 6 or 7x), and that range scales according to level (your assumption), then he has the range of someone that is level 600, which makes absolutely no sense.
