In reality that should be left up to the moderators, thats what they are there for.
What you said you do is in essence good (though maybe out of line, as i said it is a moderators job), but what is bad about it is if everyone who posts starts mentioning it. If one person reminds a person they are spamming, then everyone else does the same, it is chaos and in itself nothing more than spam (and rather annoying to read the same thing for several posts after the original spam post).
