But in a tatical perspective, if we were to invade the town of Sleepy Wood, we need to take control of Basil, that would cut off all the supplies to Sleepywood. Who ever controls Basil would control the war, and since Basil is dominated by trade, they arn't at a military state. Conquering Basil first would be the best strategic decision.
