Not really. If you want speed, and you have a bunch of NX to waste, try scrolling a +10 spd equip. The speed goes to you, not the pet. I think.

really? so you can just use pet scrolls for yourself? wat? so you can use a 60% speed scroll to up your speed and it costs dirt?

No, you use the scroll on a pet equip from the Cash Shop, and if it works, the speed of the pet equips transfers to you. I think...>.>
