Is this MSEA? Also, the scroll doesn't match what a normal 60% weapon scroll would say. So, it's an edit or from MSEA or from another MS.

It's similar to Eye/Face scrolls in GMS.
EDIT: I believe it's legit. I saw a picture of one in MSEA somewhere a few days/weeks back.
It is not for people to believe. It exists. Ive come across several of these scrolls in FM. And Knuckle scrolls too.
The only thing like Darksidehero said, is that the scroll description surprised me. Didn't seem like a normal scroll description.
