Drop it right on the big blue shining rock (kinda like the Orbis or the Eos Rock except it's sky blue). After a few seconds, it will disappear and drop an ordinary-looking stick (like the one dropped from Stumps)
i only got 1 of those cape, but i cant get the 2nd one.

basically one requires u to drop the water next to the guy, and the other requires you to answer questions that are really easy
