Yup, every now and then you get an agent box, and open it like one of those envelopes. I've gotten 2 100% Agent scrolls, and 4 elixers (2 times I got 2 elixers).
So...You could basically godly Chaos everything but the helm and have those be pretty good equips.

Apparently, Henesys PQ has no level cap, just a level 10 minimum. I'm at 102 and can still do it.

No one can get permanent shoes till nexon realizes the cape quest is unavailable to us and adds it.
