No. the date on the file of the announcement is the 12th. This notice was not posted on the site until AFTER 74 was done. Just because the southperry whores managed to sniff out this link ahead of time it doesn't mean that it's true the minute it's found.
And yeah, the Nexon site date says the 11th, but it still was not posted until the patch was done. The filename is clearly 090812 (2009, Aug 12).

They evidently wrote that notice before the patch. I didn't check the site to see if it was "live" or whatever... just clicked a link and read some text. Sorry if I'm not as much of a file name and date enthusiast as you are!
