That's the level cap. When you get your Offical Cygnus Knight Medal, you automatically advance to a 4th Job, but you can't level up or get new skills.
4th Job for KoC
I was looking around on Basil and found some pics from a person called SoySauceee of a 4th Job skill book for Blaze Wizards called "Premium Flame Magic".

Cygnus Knights are not meant to go over the 120 level cap. If they did, the game would most likely be unsuccessful because of the inbalance that it would cause.
They are not meant to be mains, but rather for the people who don't have enough time to experience the play of a real adventurer character. Other than that, they're for attracting more players and for the stat boost they give.

If the cap for Adventurers was raised as well as the cap for the KoCs it could be possible. I really hope it comes out though. :D

I dont know anything about fourth job but I saw on the hidden street database that koc only went to 3rd job
