    How does it work? I don't understand what the skill book description is telling me.

    Every 10 levels of your 'parent' character, which is the one you use to make the cygnus, gives you 1 point into this skill on your cygnus.

    When you make the cygnus, your parent character gets this skill as well, with the same formula. The two skills don't have to be the same level.
