There is no "revive." You "Special Summon from the Graveyard."
Cards with more than one effect don't list them, unless it lists other monsters. So Report Post would just say "Special Summon 1 "Mod" or "Admin" monster (from your hand, Deck, or Graveyard). Remove from play 1 "Flame" monster. This effect may only be used once per turn."

Saying "this card" means only that card can only be played once per turn, which is redundant since once it's played it goes to the graveyard.
