Yes. But you'll have to be level 80 to get the final quest to kill Bigfoot (and be higher to actually do it unless you leech it).

Collect 30 Lucky Charms from Leprechauns
Collect 30 Soiled Rags from Elderwraiths
Collect 1 Jack O Lantern from Headless Horseman
Collect 1 Toe from Bigfoot.

The level requirement is 80 to perform it, otherwise you might as well purchase one.

No they're untradeable. You'll have to either buy leech or the item from someone and wait for them to kill it (and the mob will hopefully drop it).
