um... Even if you're over lvl 22 even 200 u can get this skill. Once u get lvl 22 it will be available to you. Talk to maple admin or click on light bult on top of your head. You would talk to the puppeteer then go to his cave and talk some more. Then you have to go tell tru, after u do that u go to Rien and talk to Lilin sorry if i misspelled her name. She would give u the skill. Good luck XD !!!

i think i some how dismissed the skill after getting it. do you get the skill as an item like a book that you have to use to get the skill and if so is it possible to drop said item?
