Rare/Epic/Unique are the ranks of the item. Rare being the worst, Unique being the best.
He's adding the % 3 times theoretically, because you can get up to 3 potential stats on a item, and they can all be the same.
Level is pretty self-explanatory, the higher level item, the better potential stat numbers you can get.
