I never got an answer to what exactly this was. Oh VVVVVV.
I'm half expecting this to be great source material for some video-game themed/centred creepypasta (there's quite a few). Why does it make my character cry whenever I enter its proximity? Why is it so hidden away, locked within a chamber whose only passage meagerly fits our hero?

Is the accuracy always that low?
Average accuracy for a fully automatic weapon (M1A1 tommy gun is full auto) is around 15-20%
For LMG's it's like 10-20%
Things like rockets, other explosives, and snipers can go from 40-100%
