On another note, I haven't actually seen or heard anything about it but, say a potential item starts with 2 bonus stats. Can the cube change that number (reduce it to 1 or raise it to 3 stats)?

In my experience, it stays. Also, not all unique items give 3 stats.

We cubed one of our egged HTPs multiple dozen times. Still Rare.
I found hidden potential Pink Goldwind shoes and magnified them. Unique

And the bonus stats will never decrease. If it starts at 3, it wont go down to 2. And if it starts at 2, it could go to 3. (I think)
