Can u specify how it is being used? For example, the quantity? procedure of usage?

It is used in the quest Chai's First Crush 2 <Making Earrings For Nid>
If i'm not wrong, the items needed for the quest are 50 luster pixie's sunpiece, 1 DEX crystal ore, 1 silver plate and 1 emerald ore. The rewards are some exp and a Blue Crystal Earring (lvl 60, req 10 fame, 5 weapon def., 25 magic def., +2 avoid)

oh yes, we have some thailand quests that are missing/incomplete, more info on the steps and procedures would be nice :P
