Ok so I get a PM from bulma and this is what it had in it.

So I have to ask, what the hell is he/she even talking about in this? She goes on about a skill then into AP? Such a large answer that doesn't even make sense to me...

Those SP reset scrolls you get when BB comes out resets everything so you have a bank of SP and you add it in like you do when you level up, not one at a time how the cash shop SP resets are.
