People stopped maxing comp (at least they should have) when Elemental Wands came out since comp did not work with the elemental bonuses. At the time, they were not a 1v1 class (with a few exceptions), so having 1 powerful attack in 3rd job (Thunder Spear) was more than fine.
Now, elemental wands are indefinitely "broken", meaning they no longer give elemental boosts. On top of this, we are now a medium-ranged class, and pot costs are so minimal that a bit of resistance to ice/lightning won't be noticed. Compo is slightly faster, so it chains a bit better with Teleport. Tspear does have its uses though, especially since not all mobs can be frozen. If the end-game training mobs weren't weak to both ice and lightning, I'd still be on the fence about Compo. However, Comp is a great finisher at Oblivion now. I find myself using it quite often (more often that Tspear).
This is all coming from one of the biggest proponents of Tspear before BB, so believe me, I have devoted quite a bit of thought to this.

I feel like I messed up on my I/L after reading this, Im a newbie to this class and well.. I saw compo and was like wow! 5xx% damage? im definitely getting that.. so i did.. and now im stuck with it maxed and im fretting about my skill build.
At level 102 this is what I have
Partial resistance - 1
Element Amp - 20
Ice strike - 20
Thunder spear - 6
Seal - 0
Spell boost - 20
Element comp - 20
Teleport mast. - 10
Element decrease - 0
What should i place my remaining skill points into as i go forth to 120?
I was thinking leaving partial resistance at 1 and maxing element decrease, thunder spear, and seal. then throwing whats left back into element dec.?
If you got comp you might as well drop partial resistance and max thunder spear. PR isn't that great of a skill and both comp and thunderspear is made obsolete in 4th job when you get chain lightning.
Make sure you max elemental decrease. That's an important skill for the inevitable enemy with ice or lightning resistances.

The only thing different is the skill damage %, so the builds should still work. Thunder spear got a buff, ice strike got a really sexy buff. CL also got a buff.

Why meditation and ditch slow when medi can be easily replaced by NLC 20 MA pots? From what I understand it doesn't stack with other stronger MA pots as well.
