Perhaps you don't know how the potential system works
Level 71-120 items can have either 2 lines or 3 lines, and cubing that cannot change the amount of lines on the item
As a "Rare" item, it can be up to 3% of a stat
"Epic" can have 6% of a stat or 3% all stats
Unique can have 9% of a stat or 6% all stat
Seeing as you only want level 100+ you can only have stat increases in increments of 3%.
Optimally, people strive for 21-24% stat PER item. These run up to max meso per item easily.
9%-15% stat items are pretty varied in terms of price. Depending on the item, they usually run for 400-900mil

200m won't get you far for potential items. For now, go with 1 line of rare (at least) dex on the item, or several lines of +dex. For example, you may find some shoes with 3% dex, and those would be good to use. Your gloves may give +10 and +5 dex, and those would also be pretty good to use (for now). Basically, just get useful potential on all of your items, but focus on getting a decent weapon. Weapon potential is the best, and scrolling a weapon is the best way to scroll for more damage. With just 200m, it's best to just buy mediocre premade stuff.

You can get semi-decent mid-game gear, but no, 200m won't even get you close to good end-game stuff.
