Basically, the goal is to reach 160 Dex, because this is what's required to wield some pieces of the Vepar Bloody Set. However, note that the Cape requires nothing, and the Gauntlets and Boots only require 140 Dex each. Being as the combined bonuses of these 3 gives exactly 20 Dex, we technically only need to reach 140 Dex rather than 160.

is not including any potential upgrades to equipment, such as scrolls, enhancements, or potential itself.

And we've achieved our goal of 140 Dex, even hitting 160 Dex. If you add on the bonuses from the Vepar Bloody Set afterwards, you can actually reach +78 more for for Dex, meaning the total would come to a huge 244. The funny thing is, you can actually hit over 150 for Int and Luk just from the All Stat bonuses on the Accessories, Special equips, and Sets.
Note that the Shark Tooth Skipper Set requires 170 Dex for all pieces (save the Cape), meaning we'd only need 4 more to be able to wield it as well. Now, the Cape gives Dex +7, and so our total comes to 173. This means that Shark Tooth Skipper is possible as well!
Again, this is all without any scrolls, enhancements, or potential. In reality, you could reach the required Dex much easier with those sorts of upgrades.
