Yes, he can but I recommend to find some reliable and trusted company specializing on any custom issue like https://clearit.ca/services/non-resident-importing and be sure of their qualification. You see, it was my first time getting a large shipment from overseas and I don't think I could have done it without Clearit. They answered all of my questions and had I tried to navigate the customs process on my own, I would have most definitely gotten fined. Cheers

Yes. You’ll have to pay duty on it when it enters the USA, but it is eaily done and done every day. If it was a U.S. built car to begin with and has not be substantially modified in Mexico, it will return as “U.S. Goods Returned” and the duty rate is zero.
