It's an internet cafe item. Or at least it's supposed to be.
The increased stats make up for it not having all 7 slots, and it's supposed to expire after a while. I remember jMS had an event like this long long ago that gave out something similar but with all 7 slots, the weapons lasted like a week?
You can still get them after december. The Episode one is now implemented into ms like the cygnus storyline
